SCELLS SOCCER TOURNAMENT

SECTION I: INTRODUCTION

  • Name of Tournament

The tournament shall be named the Scells Soccer Tournament. Herein after may be referred to as “The Tournament.”

  • Mission

Allison SportsTown’s mission is to provide the four-state region with a premier multi-sport complex for the enhancement and development of recreational and competitive athletics for all ages. We are committed to promoting sportsmanship, respect, integrity, self-discipline, and character development.

  • Management of the Tournament

The Tournament shall be managed and operated by the Allison SportsTown Staff.

Allison SportsTown administration shall have the final authority in all matters not specifically provided for by these rules and policies.

SECTION II: APPLICATION & ADMISSION

2.1 Tournament Divisions

The Tournament will host the following divisions:

  • 5th – 6th Grade Boys & Girls
  • 7th – 8th Grade Boys & Girls
  • High School Boys & Girls

Divisions are divided based on the number of teams that register for the tournament.

Players register as individuals for each division. No team registrations will be permitted. All player registrations shall be in correlation with the current Allison SportsTown regulations as specified herein.

Allison SportsTown reserves the right to accept or reject any application. Allison SportsTown will not discriminate against any player or volunteer based upon race, ethnicity, religion, gender, or disability.

2.2 Registration

Each player registers to play by completing the registration form and paying the registration fee by the registration deadline. This form is available on allisonsportstown.com.

2.3 Tournament Structure

Allison SportsTown will organize competition for each division. Number of games will be determined based on registration numbers in each division. All games will be played on December 28th between 11 AM and 1 PM (times subject to change).

2.4 Good Standing

Each participating player must be in “good standing” with the league. Players who lose their status of “good standing” because of misconduct will not receive a refund of fees paid.

2.5 Registration Deadlines

All applications to participate in The League must be received along with full payment on or before the registration deadlines established by Allison SportsTown. Allison SportsTown may accept late applications if room exists in the division in question.

2.6 Acceptance of Rules

All persons applying to participate in The Tournament agree to accept and abide by The Tournament rules and policies and any decisions made by the tournament administrators. Lack of knowledge of these rules will not relieve any player, parent, or other participant in the tournament or seeking entry into the tournament, from the responsibilities and possible penalties herein.

All participants and spectators in The Tournament agree that they are bound by these rules. All the rules for “The Tournament” will be posted on the Allison SportsTown website.

2.7 Tournament Fees

All tournament fees are due by the announced due date for all divisions. No participant will be allowed to participate in the tournament until his/her fees are paid in full. Once accepted, the tournament fee is nonrefundable. Any player dropping out of the tournament will not be reimbursed for games missed.

2.8 Returned Checks

The Tournament shall charge a fee for all returned checks.

SECTION III: PLAY FORMATS

3.1 Teams

Teams are everchanging and rotate throughout the tournament. All individual participants must provide their own equipment i.e. shoes, socks, shin guards, etc. Individual players/participants receive an identifier number that will help determine their team for each game.

3.2 Player Eligibility

Eligibility of players shall be in accordance with Allison SportsTown regulations, unless otherwise specified and approved by The Tournament. Each player must complete a waiver of liability form prior to playing any game. This waiver is good for 1-year and will not need to be signed again until the 1-year deadline. This means that the individual player will not need to sign a waiver for every session.

Players competing in these divisions must fall withing their proper age range. Players are eligible to play up if their skill level permits, but no player is allowed to play down a division.

Proof-of-birth shall be provided upon request.

3.3 Divisions

The Tournament is divided into smaller divisions based upon the gender and competitive level of the player. These divisions may vary depending on participation levels.

3.4 Game Formats

The Tournament plays 3v3 with 3 field players and no goalie. Games run for three (3) minutes with a one (1)-minute break between games.

SECTION IV: OPERATIONAL PROCEDURES

4.1 Reporting of Scores

Scores are kept on an individual basis and will be made available to all players and spectators throughout the tournament for all divisions of The Tournament. The player with the most individual wins at the end of the tournament will be named tournament winner. If there is a tie at the end of competition, the winner will be determined based on individual points.

SECTION V: RULES OF PLAY

5.1 Equipment

Players in The Tournament do not have to have numbered jerseys. We request that all participants in The Tournament wear a solid-colored shirt (black or white) to help determine teams throughout the tournament. Pinnies will be provided to help differentiate teams.

Shin guards and socks covering the guards are required for all participants.

5.2 Duration of the Game(s)

Games are five (5) minutes in length with no stoppage time allotted. Once the buzzer/whistle sounds, teams will appoint one player from each team to report the score back to the tournament director. There will be a one (1) minute break between games.

5.3 Restarts

Kick-ins: are indirect and take place when the ball goes out of bounds. The ball must be placed on the line and taken within 4 seconds. The opposing player must stand 3-feet from the line before to allow the team to kick the ball into play.

Kickoffs: takes place at the beginning of the game and after a goal has been scored. Kickoffs take place from the center of the field and with one team on their half of the field while the other is on theirs. Players must be outside the center circle before the kickoff takes place.

Corner Kicks: are direct. The ball must be placed directly on the corner arc and the kick must be taken within 4 seconds.

If the ball hits the wall it is either a corner kick or a goal kick depending on who touched the ball last.

5.4 Referees & Misconducts

There will be no referees for The Tournament. The Tournament runs on the honor system. However, if misconduct occurs, AST staff has the right to remove a player from The Tournament.

5.5 Final Scoring

At the end of each game a winner or tie will be declared. The players on the winning team will receive points equivalent to the goal differential of the competition as well as record wins and losses. The players on the losing team will receive negative points equivalent to the goal differential of the competition.

Example: If team 1 scores 4 goals and team 2 only scores 2 goals, team 1 is awarded 2 points and team 2 receive -2 points. If neither team score during the competition, neither team receives any points.

5.6 Additional Rules

  • Goals can be scored from any part of the field.
  • Slide tackling is prohibited.
  • Offsides is not enforced.
  • The ball does not have to move forward at kick-off.
  • Players may not stand in the goal to defend – they must defend approximately 3-feet from the goal.
  • Players evicted for fighting or fouling with the intent to injure will be suspended for the remainder of the tournament.

SECTION VI: DISCIPLINE AND CODE OF CONDUCT

6.1 Player and Spectators Responsibilities

All players and spectators are subject to all soccer laws pertaining to misconduct. Any other individuals who may be reasonably construed as being associated with a specific player shall be subject to the jurisdiction and authority of The Tournament. Any individual can be held responsible for any player associated with him/her at any game.

6.2 Profanity and Unsporting Conduct

Inappropriate language or conduct by any individual will not be tolerated either on or off the field. Such conduct may result in expulsion from within sight or sound of the game. Inappropriate language shall mean all words describing human body waste, sexuality, or religious or racial epithets which in the opinion of the referee or staff member are spoken solely for the purpose of complaint or offense.

6.3 Compensation

No player shall receive any compensation for services rendered to an individual or receive any promises of compensation.

6.7 Smoking & Alcohol

Smoking on property at Allison SportsTown is prohibited. Drinking of alcoholic beverages is limited to designated areas within the complex.

6.8 Authority

Allison SportsTown staff are in complete control of the fields, facility, and adjacent areas. AST staff is empowered to enforce The Tournament rules and regulations in connection with The Tournament. AST staff may terminate a game for player or spectator misconduct. Players causing the termination directly or by association will forfeit their points and be removed from The Tournament.
