SECTION II: TEAM APPLICATION & ADMISSION

2.1 Futsal League Divisions

The league will host the following divisions:

  • Youth
  • High School
  • Adult

Divisions are made according to the number of teams that sign up each year in each category.

Players register as teams for each division. Individual placement is also available in accordance that current teams accept individual players for the adult division and youth participate in the Intramural Program. All player registrations shall be in correlation with the current Allison SportsTown regulations as specified herein.

Allison SportsTown reserves the right to accept or reject any application. Allison SportsTown will not discriminate against any player or volunteer based upon race, ethnicity, religion, gender, or disability.

2.2 Registering Players and Teams

Each player registers to play by completing the registration form and paying the registration fee by the registration deadline. This form is available on allisonsportstown.com.

2.3 League Structure

Allison SportsTown will organize competition for each division. Each team will play up to 8 games depending upon the number of teams in the division. Teams will play once or twice per week for the season. Dates for the league are posted at allisonsportstown.com.

Games are typically played on Fridays but are subject to change depending on field/referee availability. Practices are not provided in team fees; however, practice fields are available throughout the week for an additional fee.

2.4 Good Standing

Each participating player must be in “good standing” with the league. Players who lose their status of “good standing” because of misconduct will not receive a refund of fees paid.

2.5 Application Deadlines

Lack of knowledge of these rules will not relieve any coach, team, official, parent or player participating in the league or seeking entry into the league, from the responsibilities and possible penalties herein.

ALLISON SPORTSTOWN FUTSAL LEAGUE

SECTION III: TEAM ROSTER & FORMATS

3.1 Teams

Teams are predetermined for The League for Adult divisions. Youth participants may register as an individual or as teams. Each team must assign a team “coach” responsible for team registration, jerseys, and communication. The exception is when an individual player registers for the adult division. This individual will be placed on a team in accordance with the team accepting the individual player. Once accepted to a team, the team coach is responsible for communicating with the individual participant.

3.2 Roster Size & Game Day Roster

The League’s roster size shall be no greater than 10 with a minimum of 5 players. This grants each team a complete line change along with additional substitutes as needed. The minimum number of players required to start the game is 3.

3.3 Player Eligibility

Eligibility of players shall be in accordance with Allison SportsTown regulations, unless otherwise specified and approved by The League. Each player must complete a waiver of liability form prior to playing any game. This waiver is good for 1-year and will not need to be signed again until the 1-year deadline. This means that the individual player will not need to sign a waiver for every session.

Players competing in the adult division must be 18+. Players under the age of 18 will not be permitted to play in the adult league. Youth divisions are divided based on players’ age. Younger players may play up but older players may not play down.

Proof-of-birth shall be provided upon request.

3.4 Multiple Roster Players

Players may only play for one team within a division, i.e., they may not dual roster. However, teams can borrow players from other teams if they do not have the required minimum number of players to start the game OR they have less than 2 substitutes. Borrowed players must be in the Allison SportsTown registration system and have signed the liability waiver.

The exception to this rule is when a team’s goalkeeper is not available for a scheduled game, they may recruit one no matter the number of available substitutes. Goalkeepers may also dual roster if no other goalkeeper is available.

3.5 Divisions

The League is divided into smaller divisions based upon the gender and competitive level of the team.  These divisions may vary depending on participation levels.

3.6 Game Formats

Allison SportsTown Futsal League plays 5v5 (4 field players and one goalie).

ALLISON SPORTSTOWN FUTSAL LEAGUE

SECTION IV: OPERATIONAL PROCEDURES

4.1 Reporting of Scores

Scores are kept after the games in the Allison SportsTown Futsal Divisions. The league will report weekly standings and announce a division winner at the end of the season. Each game will either have a winner, loser, or tie and will receive respective scoring points.

4.2 Game Day Rosters/Cards

The referee will complete a game card for each game to record the score, penalties, and other irregularities, such as coach or spectator problems. The Allison SportsTown staff shall make the team roster forms available to the referee at the match prior to each game.

At the request of any player, the referee shall confirm that the players on the field match each team’s roster. Players not on the roster shall not play if not registered with Allison SportsTown. Players registered in that division on another team may play as substitutes on a team that is short players but only with the consent of the opposing team or if the team short players forfeits the win.

4.3 Rescheduling Policy

Allison SportsTown will reschedule make-up games on an open field during the season set by Allison SportsTown or at the end of the season.

4.4 Schedule Requests

All scheduling requests must take place during/at registration. We will attempt to accommodate all reasonable requests. However, once the schedule is set, rescheduling becomes difficult. We will attempt to make any/all reasonable reschedule requests but cannot guarantee rescheduling. If a player or team is unable to attend a scheduled game and no reschedule is possible, the game is a forfeit.

4.5 Forfeits

Three (3) players must be present per team to start the game. If a team does not have sufficient players to play the game, the game is forfeit for purposes of final standings. However, the teams can divide the players present into two equal halves and play the game anyway for fun.

ALLISON SPORTSTOWN FUTSAL LEAGUE

SECTION V: RULES OF PLAY

5.1 Full Copy of the Laws of the Game

A full copy of the laws of the game is published at allisonsportstown.com. All players, coaches, and team personnel are subject to all laws, except as modified by these rules. Allison SportsTown Futsal League abides by official FIFA Futsal Rules of the Game.

5.2 Equipment

Players in the Adult Futsal League divisions do not have to have numbered jerseys, but all shirts/jerseys must be the same color. Each team must have a primary and secondary color jersey in case of a color conflict. The home team will be required to change jerseys.

Players in the Youth Futsal League divisions must have numbered jerseys of the same color.

The goalie must have a different color jersey/shirt than field players. Shin guards are required in all divisions of The League.

5.3 The Duration of the Game

Games consist of (2) 20-minute halves with a 5-minute half-time. Time clock will continue to run even during injury and there will be no stoppage or overtime. The only exception is during the last minute of play in the 2nd half and the score is tied or a team is down by one (1) goal.

Teams may call one one-minute timeout per half (when in possession of the ball or the ball is out of play).

5.4 Substitutions

Substitutions are unlimited and may occur at any point throughout the game. Players must be 3 feet from the sideline before the subbing player can enter the field. The referee is not required to notify the player when they can enter play. All substitutions are on the fly.

5.5 Restarts

Kickoffs:

A goal may be scored directly against the opponents from the kick-off. The ball is in play when it is kicked and clearly moves. Tapped balls are not in play – the ball must move.

Kick-ins: are indirect. The ball must be placed on the line and the kick must be taken within 4 seconds. (A kick-in that goes directly in the opposing goal is a goal clearance for the opposing team. A Kick-in that goes directly in the defensive goal is a corner kick of the opposing team.) If the kick-in does not enter the pitch or if the kick is not taken within 4 seconds the kick-in is taken by the opposing team.

Goal Clearances: are taken when the ball wholly crosses the goal line and not under the crossbar and between the goalposts and after being touched last by the attacking team. The ball is thrown or released from any point within the penalty area by the goalkeeper of the defending team. The ball is in play when it is thrown or released and clearly moves.

The ball must be put into play within four seconds of the team being ready to put the ball into play or the referee signaling that the team is ready to put it into play. Opponents must be outside the penalty area until the ball is in play.

Corner Kicks: are direct. The ball must be placed directly on the corner arc and the kick must be taken within 4 seconds. If the kick is not taken within 4 seconds the restart becomes a goal clearance for the opposing team.

Free Kicks: may be indirect or direct. The ball must be stationary before the kick may be taken.

Penalty Kicks: are taken from the penalty spot and must be taken by a clearly identified kicker. Defenders may not be nearer to the ball than 16 feet and even or behind the ball when the kick is taken.

5.6 Referees

Each match is controlled by a one to two referees, who have all authority to control the game as outlined in FIFA Law 5 with the exception of the laws listed here.

5.7 Goalkeeper Restrictions

A goalkeeper may throw and kick the ball directly across the half-way line. The goalkeeper may not possess the ball for more than four (4) seconds in his/her own half.

A goalkeeper cannot touch the ball again in any way within his own half after releasing the ball into play unless an opponent has touched it or it has gone out of play.

5.8 Fouls and Misconduct

Indirect Free Kicks: When a player plays in a dangerous manner, impedes an opponent, prevents the goalkeeper from releasing the ball with her hands, goalkeeper takes more than 4 seconds to release the ball when in possession in his own half, plays the ball again within his own half after releasing the ball and the ball doesn’t touch an opponent or has gone out of play, or commits any offense for which play is stopped to caution or eject a player.

Direct Free Kicks: When a player kicks an opponent, tackles an opponent, trips an opponent, jumps at an opponent, charges an opponent, strikes an opponent, pushes an opponent, holds an opponent, spits at an opponent or handles the ball deliberately.

Yellow Card / Caution: The offending player is shown a yellow card. If a player is shown two yellow cards in a match, he is shown a red card.

Red Card/Send-off: The offending team plays with one less player for two full game minutes or unless scored upon before the two-minute penalty expires. The offending player serves a minimum one-match suspension.

Accumulated Fouls: All direct free-kick fouls are recorded on the scoresheet and on the scoreboard. If one team accumulates 6 or more direct free kick fouls in one half, the opposing team will take a direct free kick without a wall.

If the foul occurs farther from the attacking goal than the second penalty spot, the Direct Free Kick Without a Wall is taken from the second penalty spot. If the foul occurs nearer to the attacking goal than the second penalty spot (but outside the penalty area, of course), the attacking team may choose whether to take the Direct Free Kick Without a Wall from the second penalty spot or from the spot of the foul.

All Direct Free Kicks Without a Wall must be kicked with the intention of scoring a goal by a clearly identified kicker. The defending team may not make a wall and may not be nearer to the ball than 16 feet and even or behind the ball when the kick is taken. The goalkeeper may be off the goal-line but may not be nearer than 16 feet from the ball. Accumulated fouls are reset to zero at the beginning of the second half and carry over into extra-time if being played.

Second Penalty Spot: 30 feet from goal-line and the center of the goal

Penalty Spot: 20 feet from goal-line and the center of the goal and placed at the top of the penalty area line.

Advantage: Advantage is applied in Futsal. Direct free kick fouls will count as accumulated fouls if advantage is applied even if play is not stopped by the referees. If the referee gestures with both arms, the foul was a direct free-kick foul and will be counted accordingly. If the gesture is with one arm, the free kick would have been indirect and will not count as an accumulated foul.

5.9 Final Scoring

At the end of each game, one team will be declared the winner. The team with the most goals scored at the end of the game is declared the winner. Winners will receive 3 points and the losing team will receive 0 points. If the game ends in a tie, each team will receive 1 point.

Game results are recorded, and a division winner is announced at the end of the season. If two teams in a division end the season with the same number of points, the division winner will be selected by number of tie breakers outlined below:

  • Head-to-head result
  • Goal differential
  • Most shutouts
  • Most wins

Additional Rules:

  • No slide tackling is allowed.
  • Offsides is not enforced.
  • If a red card is issued to a player, they are required to miss their next game.
  • Players evicted for fighting or fouling with intent to injure will be suspended for the remainder of the game and two additional games. Additional suspension time may be allotted as determined by the Allison SportsTown staff.
  • The ball does not have to move forward at kick-off.
  • Coed teams must have at least 2 females on the field at any given time.
